Modi Govt Preparing for Partition of Jammu-Kashmir and Making Jammu, Kashmir and Ladakh Union Territory

Since Modi became Prime Minister, BJP, which formed the government in alliance with PDP for the first time in 2015 in Jammu & Kashmir and then withdrew support from the government a few months ago, is now making special strategy for Jammu & Kashmir.

High level sources from Prime Minister’s Office informed that Central Government is working on strategy of separating Jammu and Kashmir into three parts. The Central Government is planning to divide Jammu & Kashmir into Jammu, Kashmir and Ladakh as Union Territories. A senior official of the Prime Minister’s Office said that withdrawal of support from Mehbooba government and making Satyapal Malik, former Governor of Bihar, the governor of Jammu & Kashmir is part of this strategy only.

Sources reveal that Modi wants to solve the problem of Jammu & Kashmir during his first tenure as Prime Minister. The official from the Prime Minister’s Office says that RSS has been informed about this strategy of Modi and consensus has been taken. If sources are to be believed, then National Security Adviser Ajit Doval is busy in implementing this whole strategy.

The Modi government believes that by dividing Jammu & Kashmir in three union territories, many problems can be targeted at the same time.

The Bharatiya Janata Party knows that it can never make a government on his own in Jammu & Kashmir. It has to make alliance with Mehbooba Mufti’s PDP or Farooq Abdullah’s National Conference Party to share power in Jammu & Kashmir and due to the coalition politics, BJP can never even try to end Article 370.

Geographically, Jammu & Kashmir is a very sensitive state. Since this state is adjoining to Pakistan and China, there is always a fear of infiltration and terrorist attack in this area. The Central Government is not able to take any major step due to the selfishness of the local political parties of the State of Jammu & Kashmir. Sources reveal that the Modi government believes that once Jammu, Kashmir and Ladakh become separate Union Territories the interference of local political parties will end largely. The Central Government can expedite the process of ending Article 370 after making Jammu & Kashmir becomes a Union Territory. Thirdly, after the state becomes a Union Territory it will breakdown the separatists and terrorists.

Currently, Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Lakshadweep, Puducherry and Delhi are the seven Union Territories in India. Other states of India have their own elected governments but Union Territories are ruled directly by the Central Government. The President of India nominates Government Administrator or a Deputy Governor for each Union Territory. By dividing Jammu & Kashmir in three Union Territories, Central Government will take direct control of all the three Union Territories. After Jammu & Kashmir is divided into three Union Territories, regional politics will completely end from the state and the area will be safe forever. The scope of separatism will also end forever.

Demand for making Ladakh a Union Territory is coming up from last many decades. The border of Ladakh is adjacent to Pakistan and China. Buddhists from Ladakh are demanding from long time to make Ladakh a Union Territory. Leh district is Buddhists dominated, whereas 99 per cent of the population in Kargil is of Muslim. Before 1979, Ladakh was one district but then it was divided into two districts. The Buddhists here say that this division of Ladakh was done on communal basis. Tsering Simfel, President of Ladakh Buddhist Association, says that the state of Jammu & Kashmir should be formed again. Under the new arrangement, Jammu & Kashmir should be given a separate state status and Ladakh should be made a Union Territory. Whereas people from Muslim-dominated Kargil oppose it and say that Ladakh along with Jammu & Kashmir should be a part of India.

The Ladakh Buddhist Association says that this is not a communal demand. We demand the status of Union Territory for Ladakh because its two districts, Leh and Kargil, were divided by “Sheikh Abdullah divided in 1979 on communal basis.” “We want to unite these districts because communal harmony will be established if Buddhist-dominated Leh and Muslim-dominated Kargil become one.” According to Simphel, his demand is neither anti-national because in 1956 there were only 14 states in Indian when news states were formed on the recommendations of State Reorganization Commission. But the state of Jammu & Kashmir was excluded from the radius of this commission.

In all the three regions of Jammu & Kashmir different languages are spoken, there is different culture, people from different sect live and the geographical structure is also different from each other.

An official from the Prime Minister’s Office said that the Modi government is in the process of implementing this strategy before the next Lok Sabha elections. There is a possibility that Prime Minister Modi himself will announce his plan to divide Jammu & Kashmir intro three Union Territories in next few months only.

If Modi succeeds in implementing the plan to divide Jammu & Kashmir into three Union Territories before the Lok Sabha elections, then he will get the benefit of this in the Lok Sabha elections and come back into power with two-thirds votes.
